祁人，1965年生，四川师大政教系本科毕业，全国诗歌报刊网络联盟秘书长、中国诗歌万里行组委会秘书长、北京大学中日诗歌比较研究会顾问、中国诗歌学会创建者之一。

著有诗集《命运之门》《掌心的风景》《鲜花与墓地》等，代表作有《我的太阳》《命运之门》《和田玉》《瘦瘦的爱情》《天上的宝石》等。作品曾被翻译为英、法、德、俄、日、韩、西班牙、罗马尼亚等文字发表交流。

曾先后荣获： 首届诗国奖（1992年人民大会堂），《诗歌月刊》年度奖（2007），首届中国网民文化节“中国十佳博客”（2009），中国纯文学作家年度人物（2009）， “津巴布韦诗歌奖”（2017），罗马尼亚“雅西市诗歌骑士”、台湾《秋水》诗刊“创作成就奖”（2018）。
