张黎，1943年11月生，山东省益都县人。1964年参加中国人民解放军，1966年4月加入中国共产党，1997年7月晋升为少将军衔，1998年8月任解放军总参谋部总参谋长助理，1999年晋升为中将军衔，2000年6月任解放军总参谋部副总参谋长兼总参谋部纪律检查委员会书记。2004年6月晋升为上将军衔。
